In a way both are correct.
The Northern Lights Gigapop (AS57) is the ISP transit provider AS
operated by the University and is the AS peering at MICE. Northern
Lights Gigapop is simply a DBA of the University.
AS217 is the source AS for traffic from the University's campuses.
AS1998 is the source AS for the State of MN and MNSCU's campuses. There
are a number of other ASes that AS57 is transiting to MICE as well. I
can create a new AS-set in the RADb containing the ASes that AS57 is
transiting to MICE, if folks are interested let me know.
Is anyone connected to MICE generating BGP or traffic filters from the
RADb?
