Recap:

	At 1:19PM, our OC12c to qwest.net went down.

	A ticket is open with qwest.net already, they are saying they
	aren't receiving any light from us.

Qwest is dispatching.

We put in a loopback towards the Qwest OC48 MUX and Qwest was unable
to see the loop.

When we put in a loop towards our Juniper router, we could see the
loop just fine.  Our gear is working and ready to get back online.

We do not have an ETA from Qwest yet.

Routing problems have alleviated and we are on the 'net fully again.

I apologize for the problems that have been going on for most of the
day today.  Multiple issues have hit us at once, including an issue
showing us that the redundancy we have built into the network is not
functioning as planned (and tested).

More announcements will be made throughout the rest of the day and
into the evening while we bring everything back to 100%.
