We finally got ahold of Qwest (you are 380th in the call queue), this
outage is currently affecting all of the Mpls/St. Paul area for their 
MOE network. 

It is also affecting their internal functions that they carry over
their MOE backbone as well.

We will continue to bug Qwest at 15 minute intervals to find out the
current status, and any new info will be passed along as we get it.
