On Sun, 6/27/2010, starting at 00:07:20 and happening a couple times
between that time frame and early afternoon, a media converter for our
Level3 Internet upstream bandwidth begain to reboot itself, causing
small disruptions while the routing tables recalculated all their
routing info.

We replaced the media converter this afternoon with a spare, and
things should be again be stable for our upstream bandwidth.

The symptoms for this outage may be dropped packets for a short while,
or the inability to connect, but if you tried again it would have
worked again. These should all be rectified by the replacement of the
bad hardware.
