First off at 9:15AM until 9:30AM CDT on 8/23/2010 Qwest had a system-wide
outage for St. Paul connected QMOE customers. Connectivity was
intermittant for 15 minutes while they stablalized their core switches
in the St. Paul Downtown Market Street CO.

MOE is a high-speed internet access for customers. Only QMOE connected
customers going through St. Paul were affected by this outage.

Minneapolis connected QMOE customers and other carrier MOE customers
weren't affected by this Qwest outage. Our gear was fully up and
operational, but Qwest had difficulty getting those packets to us. 

Qwest has stated that things should be stable now. 


Second is that Qwest will be doing a system-wide maintenance on their
MOE network. This should improve these stability issues issues that
has happened twice now. 

Each QMOE customer one-by-one will have their EVC migrated within
the Qwest network sometime between between Aug 30 2010 and Nov 1, 2010
between the hours of 12:01AM CDT and 6:00AM CDT. This is a one time
event, and will cause a downtime of between 30 seconds and up to 5
minutes for that one customer while their EVC is reterminated. There
are no changes on our side for this, this is purely within Qwest's
network MOE backbone. Once that EVC is transitioned, there will be no
further downtime for this maintenance work.
