That matches up close with a fiber cut we had yesterday down here in
Madison, WI.  We saw an interruption about 14:45 and then a complete
outage of our long-haul fiber at 15:11.  This is a fiber path that
was originally installed by AT&T, Touch America, and Velocita.  Maybe
Cogent is using some of this fiber to get from Chicago to Minneapolis?
Our pairs were restored early this morning.
