Peninsula Fiber Network seems to be able to hit Marquette (also lists 511 as on-net through a partner - WIN long haul?)
http://pfnllc.net/pops.php

Appears that L(3), CenturyTel/Qwest and Sprint are around there too.

Also, had map from folks at 123.net from a while back, which seemed to illustrate some sort of fiber connectivity in/around Marquette, although seem mostly focused on the "LP"… Might be worth checking with them too.
