Ideally, the PDUs that provide the NEMA 5-20R or 5-15R receptacles in the rack should have the NEMA L5-20P on their input cord. Then, all that remains is to make sure that the total load being connected to each PDU does not exceed 18A max or 15A continuous. (You should always run a circuit with 25% continuous headroom and 10% max draw headroom in order to allow for line losses, etc.).
