They don't appear to be ready yet for a BGP feed to that IP. 

$ telnet 69.147.218.84 bgp
Trying 69.147.218.84...
telnet: connect to address 69.147.218.84: Connection refused
telnet: Unable to connect to remote host

$ telnet 2607:fe10:ffff::84 bgp
Trying 2607:fe10:ffff::84...
telnet: connect to address 2607:fe10:ffff::84: Connection refused
telnet: Unable to connect to remote host

The route servers have them configured now though.
