I had looked into this further at one point in time when I was
at FWR for some gear thing.

The power feeding the PEM was good, but I tried replacing the power
cord anyway with no change. The light on the PEM indicating it was
getting power was on and tracked power cord changing. The status
light was still orange on that PEM thoughout my troubleshooting.

I didn't try to reseat the PEM, but in my experience if it is getting
power, but not powering, it probably is the PEM, and not a seating issue.
