Pick up flow data, push into database, select by AS or select by
network, etc.
Gonna require some hardware to make it work, especially if you wish to
store any type of historical data and you want reasonable response
time.
And probably gonna require a unanimous opt-in for it to work and there
will also be the issue of the bilateral peers to be resolved.
