This is complete.
This should close out the renumbering project, the route servers have
no notion of the old IP addresses anywhere now.
Everybody should also do cleanup on their side, removing all secondary
old IP addressing, so that we can return Airstream's IP blocks and
they'll be clean for routing among all of us.
