Right. Issue is utilization.  If you can go passive 100 that's cheapish compared to transit at n utilization and minus 9 x-con fees over useful life etc. 

The other option is shared WDM. Some are asking for that option in many places and seeing it happen.  Not really managed waves. 

Why so much fiber in m/stp? What's there?
