My suggestion was based on two thoughts:
1)  All of the end users pay the same so we don't have different "classes" of membership or hurt feelings;
2)  This methodology increases MICE revenue.

I like your suggestion also.  Each methodology has its own advantages.

Can you elaborate on why you want it this way? As opposed to: the remote switch operator pays for the MICE ports, and it's their business how to recover that.
