I’m on bare fiber along that Cologne to 511 path with only my own hardware on either side so I’d bet all the money in Justin’s pocket that it’s a fiber cut.

                Last time the issue was power related @ 511 with Zayo's rack in suite 200, does your connection go through 511?  Also I did get an update on my Zayo ticket acknowledging that it is related to a larger outage.

We have equipment in Zayo's Belle Plaine hut that is not down so I think it is likely a fiber cut or similar issue between Belle Plaine and Minneapolis.

I agree with the possibility that it is a power issue.  I have VPLS to the location, and it is down as well.  Based on the way it is built it would take a power issue on either of the endpoints to cause it to go down.
